Conrad writes for Vocal:

Most budding musicians have explored the possibility of recording music on their home PC or laptop. The most commonly heard complaint is: "Playback is distorted or noisy because I have to have the recording level so high". Simply put: this is because a microphone (regardless of its type) need to have the input signal boosted (or pre-amped) in order to obtain a satisfactory, distortion free playback level. In Windows XP you can boost the input signal of your microphone by: opening Control Panel -> Sounds and Audio devices -> Sound Playback -> Volume. On the panel that opens, click Advanced under Microphone and tick Mic Boost which raises the input level around +6 db ( if Microphone is missing, click Options on the menu -> Properties and tick Microphone). If that does not solve your problem you probably need an external microphone pre-amp. A new product which is a stand alone mic pre-amp by MXL called the Mic Mate has just been released allowing you to plug in any mic, into any computer using USB and enjoy studio quality results. It has a built in A/D converter with a sampling frequency of 44.1 and 48 .0 kHz. Free MXL USB recording software is available from the website.
